Update FEP-5624 with the following changes:
- clarify that the authority can forward replies and that when doing so, those replies should be considered approved
- use special-purpose activities instead of ambiguous `Accept` and `Reject`

This is the start of a proposal for a new FEP, to extend ActivityPub with Valueflows vocabulary. It's more like an outline, there are a lot of open questions, and we'll be seeking feedback and advice from the fediverse community in SocialHub. If it is good enough for a DRAFT, feel free to remove the WIP; otherwise we're happy to address issues first.

Reworked the draft to take into account some comments from
https://socialhub.activitypub.rocks/t/fep-1570-the-fep-ontology-process/2972
In particular, the FEP has been renamed from "The FEP Ontology Process"
to "The FEP Vocabulary Extension Process". A new format for the
introduced terms has been used with "fep-xxxx/term". Finally,
the process of secondary Vocabularies has been modified.
