Website: Escape double quotes when producing page description (#825)
Double quotes are escaped to fix FEP-db0e and FEP-7b29 pages.
Removed ':' replacement, it is no longer necessary.

Validate URLs in discussionsTo and trackingIssue fields (#817)
This PR improves validation of proposal metadata. Empty strings in `discussionsTo` and `trackingIssue` fields will not be allowed.

The "Type" column is added to all FEP lists, the value is either "informational" or "implementation (N)".
