2: If Bob's actor still exists then FEP-7628 (push mode) should be enough.
3: Can be achieved with FEP-7628 (pull mode). FEP-c390 is Helpful in this scenario
4: Doesn't require FEP-7628.
5 and 6: FEP-ef61 is Helpful because it makes data migration easier.
FEP-8b32: required for FEP-ef61
FEP-521a: required for bootstrapping FEP-8b32, but not required for FEP-ef61
FEP-7628 push and pull modes: good idea, I shall use this terminology in the FEP.

I don't know if this is too big or not, still thinking through the best way to extend AP with Valueflows. This is meant to continue @silverpill 's use-case level approach in FEP-0837 Federated Marketplace.

For the WebFinger spelling correction, I used the official name of the protocol per [rfc7033](https://datatracker.ietf.org/doc/html/rfc7033 ). The other non-URL references to WebFinger in the document use alternative casing ("Webfinger", "webfinger"). I didn't change those but I'm willing to do it. Let me know.
