Evan Prodromou 791c3aa44c Update FEP d8c2 to focus only on using ActivityPub object IDs as OAuth 2.0 client IDs (#744) 
This PR updates the OAuth 2.0 FEP to focus only on the novel aspect of using ActivityPub object IDs as OAuth 2.0 client IDs.

It removes the OAuth scopes and the requirements for using the authorization code flow.

It adds options to discover support for using ActivityPub object IDs as OAuth 2.0 client IDs either from the actor object or from the OAuth authorization server metadata.

It considerably reduces the size of the examples, and adds examples for discovery.

It adds support for versioned aliases of the context URL, to provide backwards compatibility.

Dima Krasner 5ab8eb74d4 FEP-ef61: require use of base58-btc when constructing DIDs (#736) 
The alternative is decoding base64url and re-encoding in base58 (or the other way around) when canonicalizing, at the cost of extra complexity in implementations that handle the edge case of a portable actor registered on two gateways with the same key, when one uses base58 and the other one uses base64url.
